Biography

As an urban planner and development policy expert, Mr. Seydina Oumar Aldo MBENGUE has over twenty years of experience spanning a wide range of activities, including urban planning, real estate, and the promotion of renewable energy. He began his career as a researcher and transport consultant in Senegal, contributing to the reform of the transport system, which led to the establishment of the Executive Council of Urban Transport in Dakar (CETUD) in 1997 and the development of the Dakar Urban Mobility Improvement Program (PAMU). Subsequently, he expanded his expertise by working in France in real estate through VEFA, asset management, tax advisory, and investments in renewable energy. He has also gained significant experience in management and communication.

His career path brought him back to Senegal, where he focused on urban planning and development, particularly in the context of the new Urban Poles in Diamniadio and Lac Rose (DGPU). Within the DGPU, he held various positions, starting as Head of Land Action and Partnerships, and later becoming the Head of the Project Analysis Unit within the Office of the General Delegate. In this role, his mission was to establish a project monitoring and evaluation framework, provide assistance in developing territorial marketing tools, and contribute to defining a "special status" for the Urban Poles. Subsequently, he advanced to become the Head of the Partnerships Division, and he currently serves as the Director of Promotion and Partnerships within the DGPU.
